   Explanation
Only one catalog may own or allocate space upon
a given volume. See the associated second-level message for the specific
catalog management error code values.
In the Time Sharing Option/Extensions
(TSO/E) environment the second-level message is not displayed, except
by request. To request it, enter a question mark (?) after the TSO
READY message.

   System action
The system ends the command.

   Programmer response
Do one of the following: 
    Specify an unowned volume.  Run the command again.

    Use the ALTER REMOVEVOLUMES command to reset the volume ownership
if a catalog does not own the volume.
