Explanation
During processing of a command, access method services
detected that the environment was improper for that command. Processing
occurred in either a Time Sharing Option (TSO) or TSO/Extensions (TSO/E)
release 1 environment; the command requires a TSO/E release 2 or higher.

System action
The system ends processing of the command.

Programmer response
If TSO/E release 2 or higher is installed,
run the command in the foreground as a TSO command.
