A logical I/O error was encountered while extending the catalog during RESETCAT. There were not enough free records in the catalog being reset, consequently RESETCAT attempted to get more.

Correct the logical error. The VSAM action code can be found in z/OS DFSMS Macro Instructions for Data Sets. If the catalog has reached 16 extents and cannot be extended further, a larger catalog may be defined in which to perform the RESETCAT. The catalog and CRA entries have not been altered.
