Explanation
The number of attempts was exceeded by the operator,
or the user-specified verification routine failed to authorize use
of the data set or the caller's RACF® authorization was inadequate. See the associated second-level
message for the specific catalog management error code values.
In the Time Sharing Option/Extensions (TSO/E) environment the
second-level message is not displayed, except by request. To request
it, enter a question mark (?) after the TSO READY message.

System action
The system ends the command.

Programmer response
Correct the password specified, obtain the
required RACF authorization,
or determine why the verification routine did not allow access.
