Explanation
When a DELETE command is processed against the volume serial number and the FORCE parameter is not specified, all empty data spaces are deleted. Data spaces that still contain data set segments are not deleted. Only when all data spaces on a volume are deleted or when FORCE is specified, is that volume deleted from its owning catalog.
