process invoked by the operator START command or the key generator
utility program was unable to load the installation options module,

(SMP) to verify that the installation options module was properly
installed in SYS1.LINKLIB.  Correct the problem and reissue the operator
START command or rerun the key generator utility program.

MSGLEVEL=(1,1) for the job.
