Explanation
CHECK(IBMTIMER, ZOSMIGREC_SUP_TIMER_INUSE) could
not determine the hardware server level of this system.  This check
tries to determine the hardware server level to determine if STP is
eligible to run on that hardware server level. A
possible reason for this situation is a RACF command authority error.
