Explanation
The system received a request to start the hardware
instrumentation services (HIS), but the HIS function is not supported
by the current hardware. The HIS function can only be started on hardware
with the CPU measurement facility or the Enhanced
Monitor Facility installed. These facilities are currently not
installed on this machine.
