Explanation
The initial program load (IPL) program was unable to locate in SYS1.NUCLEUS a member specified on an INCLUDE statement of NUCLSTxx. The NUCLST statement of LOADxx did not specify that a wait state is to be loaded if any of the INCLUDE statements in the NUCLSTxx member specify a member that cannot be found in SYS1.NUCLEUS.
