The number of system LXs available for allocation
has  dropped below 15% of the value specified in the IEASYSxx with
the NSYSLX specification.

Determine if the number of defined
system LXs is too small, or if an application  problem is causing
system LXs to be orphaned. There is a limit of 2048 LXs,  which includes
both system and non-system LXs. Increasing the number of system LXs
will decrease the number of non-system LXs that are available, and
can cause message IEA065E to occur.
