Explanation
There is no operational port from the central processing
complex (CPC) to the External Time Reference (ETR). ETR is the MVS™ generic name for the IBM® Sysplex Timer (9037) or equivalent.

System action
Processing continues in local synchronization
mode. The system records the error in the logrec data set.

Operator response
Check the system console associated with this
processor. Also check that the timer is in the correct
mode for its configuration. If necessary, refer to the hardware documentation. 
Otherwise,
contact 9037 hardware support.  Note that the same event might occur
on more than one of the processors in a sysplex.
