MVS hardware configuration definition uses the LIBRARY parameter
to define drives configured to a tape library. For more information

Rule: Tape drives associated with an
automated tape library dataserver, a manual tape library, or configured
as a stand-alone device must be defined using the hardware configuration
definition (HCD).
