EZD0977I IKE CANNOT START BECAUSE IT IS ALREADY RUNNING

Explanation
There can be only one active Internet Key Exchange (IKE) daemon.
A second IKE daemon cannot be started  when one is already running.

System action
The IKE daemon that attempted to start ends; the running IKE daemon
continues.

Operator response
Use the STOP command to stop the active IKE daemon and try the
request  again.
