Explanation
 The Internet Key Exchange (IKE) daemon encountered
an error while attempting to retrieve MODIFY command  data from the
communications area.

System action
 The IKE daemon was unable to process the MODIFY
command.

Operator response
 Try the request again.  If the failure persists,
look for other OS messages about the failure.
