Explanation

Either install an OSA-Express Licensed Internal Code (LIC) level that supports optimized latency mode or remove the OLM parameter from the INTERFACE statement. Optimized latency mode is limited to OSA-Express3 ethernet features in QDIO mode running on an IBM® System z10™. Use the VTAM® DISPLAY TRL command to determine the OSA-Express LIC level that is currently installed.
