Explanation
The logical parmlib service failed while attempting
to load the routine that reads a parmlib member.
In the message
text: jobname
The name of the job.
procstep
The name of the step in the procedure.
stepname
The name of the job step.
callername
The name of the program or process that issued IEFPRMLB.

System action
The logical parmlib service stops trying to read
the parmlib member. If IEFPRMLB was issued with REQUEST=ALLOCATE and
the DD statement was not allocated before IEFPRMLB was issued, the
logical parmlib service unallocates the DD statement.

Examine the system log to determine
if there are any messages that might assist in diagnosing the problem.
If necessary, contact IBM® Software Support and provide
any diagnostic messages found in the system log.
