Explanation
There is an error in the read buffer format. The
read buffer size is less than the minimum size allowed. The minimum
read buffer size is the size of the read buffer header.

message text: jobname
The name of the job.
procstep
The name of the step in the procedure.
stepname
The name of the job step.
callername
The name of the program or process that issued IEFPRMLB.

System action
The logical parmlib service returns to its caller
without performing the requested function.
