Explanation
A task issued a WTOR macro.  Before the operator
replied to the WTOR message, a system problem occurred, leaving the
message unanswered.

System action
The system abnormally ends the task that issued
the WTOR.  The system issues message IEE824A or IEE824E.

Operator response
See the operator response for message IEE824A
or IEE824E. Restart the task that ended with abend code X'B23'.
