 This message is issued in response to a DISPLAY
TCPIP,tcpname,SYSPLEX,PORTS command.  The
explicit bind port range is not configured on this stack, either because
no  GLOBALCONFIG statement was processed that specified the EXPLICITBINDPORTRANGE
 parameter, or a GLOBALCONFIG statement with the NOEXPLICITBINDPORTRANGE
 parameter was processed.

 TCP/IP continues.
