Explanation
The Internet Key Exchange (IKE) daemon received a message during
phase 2 processing that was not  expected and was not a replay message.

System action
The message is ignored; IKE daemon processing continues.

Operator response
Contact the system programmer.

System programmer response
Notify the administrator of the remote security endpoint that you
are receiving unexpected phase 2 messages during this Security Association
negotiation and ask the administrator to verify that their policy
is configured correctly.
