Explanation
 The Internet Key Exchange (IKE) daemon configuration
file must specify an IkeConfig statement to indicate that  there are
IKE configuration parameters. 
 fname is
the name of the IKE daemon configuration file.

System action
 If the error occurs during IKE startup, IKE daemon
configuration file processing ends, and the IKE daemon ends.  If the
error occurs due to a MODIFY REFRESH command,  IKE daemon configuration
file processing ends, but the IKE daemon remains active.  IKE  configuration
retains all values prior to the MODIFY REFRESH command.

Operator response
 Ensure that IkeConfig statement is specified
