Explanation
 The link specified by the takeback_link_name value
became  inactive and the link specified by the takeover_link_name value
 took over the ARP responsibility. The takeback link became active
again, so it has taken back the ARP responsibility.  
 In the
message text:
 takeback_link_name
The name of  the link that has taken back the ARP  responsibility. 
takeover _link_name
The name of the link that has released the ARP  responsibility.

System action
 TCP/IP reassigns ARP responsibility to the takeback
link. TCP/IP sends a  gratuitous ARP for the IP address of the takeback
link that will reply to ARP  requests as the owner.
