Explanation
 Trace levels for all NCP clients have been advanced
to the "packets" level, which displays the types of packets sent and
received in addition to the output displayed at the "actions" level.
 The trace levels specified in the client's hlq.ETC.GATEWAYS
data sets are also advanced to this level.
