TARGETZONE entry (if the identified zone is a target zone) or DLIBZONE
entry (if the identified zone is a distribution zone) entry must be
created in order to define the zone.

System action
 The application will continue to collect information
about the software instance to be deployed, but deployment will not
occur until this error is resolved.

Programmer response
 Create a TARGETZONE or DLIBZONE entry for
the identified zone using either the SMP/E Administration dialog or
the SMP/E UCLIN command. A TARGETZONE entry will identify the related
dlib zone. A DLIBZONE entry will identify the related target zone.
Either entry will identify the SRELS (system releases) that may be
supported by the zone.
