 The identified user has attempted to run the
specified SMP/E command or SMP/E service routine.  The System Authorization
Facility (SAF) was not able to determine whether this user is authorized
to run the identified command or service routine.

System action
 For the GIMZIP, GIMUNZIP, GIMIAP and GIMADR service
routines, processing stops.  For an SMP/E command, processing stops
for that command, but continues with the next command in the SMPCNTL
stream.
