 The System Authorization Facility (SAF) has
determined that the identified command or service routine is not protected
by a security manager

System action
 For the GIMZIP, GIMUNZIP, GIMIAP and GIMADR service
routines, processing stops.  For an SMP/E command, processing stops
for that command, but continues with the next command in the SMPCNTL
stream.
