The user does not have administrative credentials to perform a full system state backup.
The user account used to perform system state backup including ASR Writer data must be a member of the Administrators group.
System state backup skips ASR Writer data.
Log on with a user who is a member of the Administrators group or add this user to the Administrators group. Then try the system state backup again.
