Check the space available on the Windows boot partition to ensure there enough space to contain a copy of the Windows registry. This might require several megabytes of free space. Also check the Windows permissions on the ADSM.SYS staging directory and ensure that the Windows user under which you are running TSM has full access to that directory and its contents.
