Tivoli Storage Manager
failed to set the disks for quick formatting because of an error.
 See the error log for more details.  The disks will be slow formatted
which will cause a slower  restore process.
Explanation
 By default, Tivoli® Storage Manager tries to set the QuickFormat value of
the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ASR\RestoreSession
key to perform quick formatted on all the disks.  Due to an error,
a slow format will be performed on the re-creation of the disks. 
This process will cause a slower restore process.
