Explanation
      If the user issued a CESN to sign on to the system, then sign-off has been successful. If the user was not signed on, and CICS security was active (SEC=YES system initialization parameter) then message DFHSN1213 is written to the CSCS log to indicate that the user has logged off but has not been allowed to sign off.
