System action
 Processing terminates after the deferred state
of all target index spaces or index partitions of the utility are
analyzed.

User response
 The deferred state can be removed through recovery or
rebuild of the index space or the physical index partition. It
can also be removed by the -START DATABASE command with ACCESS(RW)
or ACCESS(RO). The RECOVER or REBUILD INDEX utility can be
run at either the index space or index partition level. If more information
on the status of the index space is required, use the -DISPLAY DATABASE
command.
