Explanation
 This message is in response to a -TERM UTILITY
command. The 'utility-name' utility identified by UTILID 'uid' was
found to be stopped at the time of the request to terminate. 

System action
 Cleanup is performed for the indicated stopped
utility. All resources held by the utility are freed and all storage
of the utility job is deleted. The utility job is no longer restartable.

System programmer response
 Resources held by this utility may
have prevented applications, commands, and other utilities from executing.
These have been freed, so that the inhibited tasks may now be performed.
