Explanation

 Use the FROMCOPYDDN, instead of FROMCOPY, to
specify a DD name where the first piece of copy that contain the page
set header page is concatenated to the source image copy data set.

 The problem will most likely occur when
a piece of copy data set, not the first one, is specified to the FROMCOPY
option.
