Windows Hyper-V incremental backups require Windows 2012 or later.
Explanation
Tivoli Storage Manager can only perform incremental backups of Windows Hyper-V on Windows operating systems of Windows Server 2012 and later. Incremental backups may not be performed on previous versions of Windows.
System action
The incremental backup will not occur.

To access incremental backups for Windows Hyper-V upgrade the operating system to Windows Server 2012 or later. Alternatively, Periodic Full - Full backups are available for previous versions of Windows.
