The vCenter returned an error indicating there is a problem with the license. This error can occur when the vCenter server version is at a lower level than the ESX host version. The vCenter server version must be at the same (or later) level as the ESX host version. This error can also occur when the user ID specified by the VMCUser option does not have sufficient permission to perform the operation or the permissions are not applied at the vCenter server level.
