Problem
Systemstate backup fails on Windows 2016 with error messages ANS5280E and ANS5279E.
Symptom
During a systemstate backup on Windows 2016, the following error messages are reported in the error log (file names may vary and the ones shown here are proposed as an example):
ANS4251W System Writer file '\\testclient\c$\Windows\System32\spp\tokens\skus\ServerWeb\serverweb-ppdlic.xrm-ms': not found.
ANS5279E Error processing '\\testclient\c$\ProgramData\Microsoft\Windows\Start Menu\Programs\Administrative Tools\Remote Desktop Services\Remote Desktop Gateway Manager.lnk': file not found.
ANS1228E Sending of object 'testclient\SystemState\NULL\System State\SystemState' failed.
ANS5280E Object enumeration from a file set or file list failed.
As result, the backup of the systemstate fails.
The issue is present only on Windows 2016 Operating Systems.
Cause
The cause of the problem is outside IBM Spectrum Protect and has been confirmed as a Microsoft issue as per following MS technote:

Resolving The Problem
While the message ANS4251W can be ignored and does not lead to the failure of the systemstate backup, messages ANS5280E and ANS5279E are fatal and do not allow to have a successful backup.
The issue needs to be addressed to Microsoft Support in order to verify the Volume Shadow Service on the system.
As a possible workaround, create an empty file identical in the name and extension to the file reported in the error message ANS5279E and place it in the mentioned folder.
Then retry the backup operation.
