Additional configuration required to use Decision Optimization Center 3.9 IDE on Windows 10 and Windows Server 2012

Question

How to resolve errors "java.lang.RuntimeException: Native code library failed to load: ensure the appropriate library (opl1263.dll/.so) is in your path." and "OPL runtime not available, please check your installation." in Decision Optimization Center 3.9 IDE log?

Answer

Please make sure Microsoft Visual C++ Runtime Redistributable with matching bitness (32-bit vs 64-bit) has been installed as explained at

Note that installing both 32-bit version and 64-bit version might create conflicts. So it might be necessary to uninstall the version with unmatching bitness and clean up conflicts by following the instructions explained at

If the errors persist on Windows 10 and Windows Server 2012 and a user does not want to upgrade to version 3.9.0.1 or newer, the user needs to add the following path to system environment variable PATH


<ODME39>\Developer\bin\<port>
 

Note that the modification to PATH is not necessary and may in fact have harmful side effects for version 3.9.0.1 and newer.

Once this step is complete, restart Decision Optimization Center 3.9 IDE.

If the above did not help, please install Decision Optimization Center outside "Program Files" folder, and install it into C:\IBM\ILOG or C:\ILOG.
