Problem
Error "Couldn't allocate snapshot buffer" is seen when starting health centre
Cause
The user who is starting the health centre does not have SYSADM authority
Diagnosing The Problem

Resolving The Problem
Add the user to DB2ADMNS or DB2USERS group. The user also needs to be a member of the Local Administrators group.
