Abstract
Red Hat advisory RHBA-2016:0199-1 has been observed to impact systems running IBM MQ. IBM recommends that appropriate maintenance is applied to any Red Hat systems running MQ queue managers.

A systemd bug fix update for Red Hat Enterprise Linux 7 has been released by Red Hat Inc. :

Users of IBM MQ on Red Hat Enterprise Linux 7 have reported queue manager outages due to unexpected losses of IPC resources. It has been confirmed that these unexpected losses of IPC resources were caused by issues addressed by this systemd update.
A loss of IPC resources while the queue manager is running is not an expected condition, and may be disruptive to messaging operations. Accordingly, IBM strongly recommends that Red Hat Enterprise Linux 7 systems running MQ queue managers are patched against this issue.
Observed MQ queue manager symptoms of this issue include slow or unresponsive MQ processes, and error messages and failure data capture (FDC) files reporting missing semaphores. An FDC file generated by MQ when encountering this issue is as follows:
