Resolving The Problem
The policy uses a configuration file to engage WSS
callProps.WSSConfigFile = "$IMPACT_HOME/dsa/wsdsa/wss/conf/wss.xml"
This file needs an entry to deal with https as a transport
<transportSender name="https"
class="org.apache.axis2.transport.http.CommonsHTTPTransportSender">
<parameter name="PROTOCOL">HTTP/1.1</parameter>
<parameter name="Transfer-Encoding">chunked</parameter>
</transportSender>
