RSEG1242 error and daemon failed to launch server when using Broadcom ACF2

Troubleshooting

Problem

An error occurs in IBM Rational Developer for System z (RDz) stating that it failed to launch server X using daemon running on port Y.
Security being used on this system is Broadcom ACF2, not RACF.

Symptom

When the connection to host server fails, the IDz client presents the message:

Failed to launch server on 123.456.7.8 using daemon running on port 4035.

In the RSED server log, rseserver.RSED#20140813091733.log, there is a message:
Failed to connect to the daemon with an unexpected exception: server
failure: server failure: user55: User has insufficient permission to
profile FEKAPPL in the APPL class - RACROUTE AUTH returned SAF return
code= 8, RACF return code=8, RACF reason code=0. Make sure the daemon
is running or port 4035.

Resolving The Problem

Because the security product being used is ACF2, the recommendation is have the customer contact Broadcom for assistance.
In this situation, the Broadcom suggested to verify to where the APPL clasmap is defaulting in the merged clasmap definitions in GSO.
Depending on which appears first in order within GSO will determine the type to which FEKAPPL defaults. Even if a resource was defined with another type=APP, FEKAPPL would be using the type=SAF.

The solution is to reclassify the FEKAPPL class to type=APP and not to what wasdefined in the configuration doc, FEKACF.txt, originally provided by CA.
