Problem
User launches Controller client. User receives error message.
Symptom
Error
An Error occurred while trying to access the server.

Error Details
Index was out of range. Must be non-negative and less than the size of the collection.
Parameter name: startIndex

Cause
The Controller client cannot successfully communicate with the Controller application server's 'controllerserver' IIS website.
There are several possible causes for this error message:
- Scenario #1 - 'controllerserver' IIS website has not been configured correctly.
- For full details, see separate IBM Technote #1626956.
- Scenario #2 - Controller client (for example installed on the end user's PC) has not been configured correctly.
- Specifically the value for WSSUrl is either missing (blank) or incorrect.
Diagnosing The Problem
Check the value of WSSUrl that the client device is using.
- TIP: Assuming that the client device is using the 'local' client (CCRLocalClient.MSI) then (by default) the values are located inside the file C:\Program Files (x86)\IBM\IBM Cognos Controller\ccr.exe):
Resolving The Problem
Scenario #1
Controller application server's 'controllerserver' IIS website is incorrectly configured.

Scenario #2
Configure the Controller client (on the client device) correctly.
- Specifically, correct the value for WSSUrlt.
Steps:
On the client device:
1. Open the folder where the client has been installed
- TIP by default this is: C:\Program Files (x86)\IBM\IBM Cognos Controller\)
2. Open the file "ccr.exe.config" inside NOTEPAD.EXE
3. Modify the setting for 'WSSUrl' to be the correct value
- TIP for example: http://servername/ibmcognos/controllerserver
