Problem
tacmd listsystems command fails with this informational message, KUICLR002I: There were no systems that match the type(s)
Symptom
root@userid ==> tacmd listsystems
KUICLR002I: There were no systems that match the type(s) .
The default KBB_RAS1 logs shows the below traces

The status code 1021 means login failed.
I believe the second parameter in the 'create path error' message is supposed to be a representation of the password ( will all "x"), but in this case it is empty. so the password is not processed correctly
Cause
invalid char in the password
Resolving The Problem
The reason for the issue is invalid character used in the password. To resolve the issue change the password, following the password rule
This is a known issue and resolved using the APAR IZ97987
