Can Not Change Work Order Status to Complete

I am unable to complete a work order, is there a reason for this?

Users have reported seeing this error in Maximo 7 and not being able to complete children or task level work orders. One reason the error may occur is when the parent work order record has the Under Flow Control check box checked and contains children/tasks that have Predecessors that have not been started. Once the tasks/children have been "started" approved, and then eventually completed, only then will the user be able to close the parent Work order. This is working as designed. If the user unchecked the Under Flow Control on the parent, they will be able to close the parent work order. The flow control is setup for a reason so they need to make sure its OK to do that with their Maximo Administrator.
