Scenario:
From the Business Integration view, right-click and select Import...
Expand Business Integration and select WSDL and XSD, from the import source tree.
Click on Next > button.
Select Local WSDL or XSD file, or both radio button.
Click on Next > button.
Browse to the appropriate Source Directory, where XSDs and/or WSDLs can be selected.
Result: The Download remote resource option cannot be selected, and after import, errors appear in the workspace.
Answer
The checkbox may be disabled because all imported schemas already exist in the workspace. It will also not check whether any DTDs are remote, so is not enabled with the external DTD reference.
WebSphere Integration Developer and IBM Integration Designer cannot automatically import external DTDs like they can for external XSDs. If the references are not used, removing the DTD references will resolve the errors. If the references are required, you must download the external DTDs manually.
