OpenPages OPBackup is Failing with an "EXP-00003: no storage definition found for segment" message

Symptom

The OPBackup utility is failing. It is not exporting the openpages.dmp and opworkflow.dmp files. The OPBackup log has several "EXP-00003: no storage definition found for segment" error messages.
