User launches Controller. User receives error message. All users affected - no users can logon.

Diagnosing The Problem
Launch the following link:
http://<yourservername>/cognos8/controllerserver/ccrws.asmx
In this Technote's scenario, you will be presented with the following error:
- Server Error in '/Cognos8/ControllerServer' Application.
Configuration Error
Description: An error occurred during the processing of a configuration file required to service this request. Please review the specific error details below and modify your configuration file appropriately.
Parser Error Message: An error occurred loading a configuration file: Failed to start monitoring changes to 'c:\inetpub\wwwroot\web.config' because access is denied.
Resolving The Problem
Check the NTFS permissions for the folder C:\InetPub\wwwroot.
Ensure that the Windows account 'Network Service' has 'full control' NTFS permissions for wwwroot.
