Error 1607: Unable to install InstallShield Scripting Runtime, during installation

Problem

This technote explains why the error, "Unable to install InstallShield Scripting Runtime," occurs when trying to install IBM Rational version 2003.06 products on Microsoft Windows.

Symptom

An InstallShield error can occur when attempting to install a new version of an IBM Rational product. The full error message is as follows:

Error 1607: Unable to install InstallShield Scripting Runtime

Cause

This error can occur when performing the installation through a Microsoft Windows Terminal Server session. This can also be caused by some system specific settings.

Resolving The Problem



Note: This solution contains information about modifying the registry. Before making any modifications to the registry, it is strongly recommended that you make a backup of the existing registry. Workaround 1:
If you are installing the IBM Rational product through a Windows Terminal Server session:

Be sure that you are running the Windows Terminal Server in console mode.



Workaround 2:
Depending on your system, you might need to try some or all of the listed solutions.
  1. Update the ISScript engine on your computer by downloading the latest one from InstallShield.
  2. Make sure that the Installer folder in the Windows directory has full access privileges. To set the privileges for the Installer folder perform the following steps:
    1. Set the Installer folder attributes - Windows NT and 2000:
      C:\WINNT\Installer
    2. Right-click on the Installer folder and select Properties.
    3. Select the Security tab and ensure that the System, Administrators and the specific user have full control of this folder
  3. Repeat the instructions in Step 2 for the Temp directory. Locate your temp directory by following these steps:
    1. Select Start > Run...
    2. Launch the MS-DOS prompt by typing cmd.
    3. Click OK.
    4. In the Command Prompt window, type set.
    5. Press Enter.
    6. Write down the location for TEMP.
  4. Make sure that the InstallShield registry key in the Windows operating system registry has full access privileges.
    1. Select Start > Run and type regedt32.
    2. Browse to the following key:
      HKEY_LOCAL_MACHINE\SOFTWARE\InstallShield
    3. Check the permissions of this key:
    4. Windows XP users can right click and select Permissions.
    5. Windows 2000 and Windows NT users navigate to the Security menu and select Permissions.
    6. Assign both the Administrators and System groups full control if they do not already have it.
  5. Make sure the anti-virus is disabled on the computer.
  6. If running the installation as a Domain user, attempt to run it as a local machine user instead.
  7. If the installation is located on a network drive, copy all of the files to the local hard drive (Example, Desktop or Temp directory) and attempt to run the installation again.
  8. Ensure that you have full administrative privileges on your computer.
  9. Check to see that no other applications, installations, or processes are running in the background.
  10. Check the location from where the installation is being run. If the downloaded installation files are stored in a directory path that contains special characters, such as "&", "-", ".", and so on, change the path to something that does not contain these characters.
