Problem
This technote explains why attempts to rebase an IBM® Rational® ClearCase® UCM development stream to a new baseline set to the integration stream yields the error []Baseline Validation error

Cause
The foundation baseline of a non-modifiable component was changed on the integration stream thus the current recommended baseline for the UCM Project is not selected by the integration stream from which the rebase is being called.
Resolving The Problem
The following steps will assist you with selecting the proper baseline for recommendation.
- Open Project Explorer
- Right click the correct project's Integration Stream
- Click Recommend Baseline
- A list of baselines will appear.
- The proper baseline should be in the window.
- Choose the newly created baseline as the one to be recommended.
- Click OK and exit from the open GUI windows.
- Perform the deliver operation.
