Problem

AB64-SNAP DCB INVALID SYSTEM COMPLETION CODE=338 NO ACTIVE MODULE FOUND" error occurs when bringing up TWSz started tasks.

Cause

The abend code 338 indicates an unauthorized task attempted to use authorized options of the ENQ macro instruction during the processing of global resource serialization.

Resolving The Problem

Check the STEPLIBs. Make sure all libraries detailed on the STEPLIB are authorized. If any library in a concatenation is unauthorized, then all the libraries in that concatenation are unauthorized.
